Can i work in Scotland before university starts ?

I would like to know if i can work although courses haven't started . Because i heard i need to be a student to be able to get a part-time job . I got accepted by the university and they are waiting for me in september . Do i need a work permit or something to get there earlier and start working ? ( i'm from Romania , but still a EU national )
