What is the best city in Romania?

I am interested in seeing medieval castles and maybe exploring some caves. I don't think Bucharest is close enough to the Transylvania region that I want to see. I was thinking Brasov, but I really have no idea. I also want a city that has decent hotels, not necessarily a 5-star but I don't want to stay in a dive either.
